Atmospheric energy has not yet been harvested, and according to scientists it is unlikely that anything currently under development will be able to harness even enough to be remotely feasible. Perhaps in the year 2020, but so far no luck in 2010. We can find no credible scientist who will back the claim that one can pull energy out of the sky on a wire tether attached to a balloon; not even a really cool balloon.
